Seattle Annual Meeting Tour Information

Tours #1, #3, and #5 have been cancelled.  Tours #2 and #4 are now full.  There is still room available in Tours #6, #7, and #8.

TOUR #1: CANCELLED

McNeil Island Corrections Center (MICC) and Special Commitment Center (SCC)
Date:  Wednesday, March 14, 2007
Time:  7:15 AM - 5:30 PM
Maximum number of visitors: 25
Cost:  $40. This includes bus transportation, locker rental at the  facility, and lunch at the facility.

Please meet in the hotel lobby no later than 7:15 AM. Bus will leave the Sheraton Hotel at 7:30 AM and will return by 5:30 PM.

McNeil Island Corrections Center (MICC)
McNeil Island Corrections Center (MICC) is located on an island in Puget Sound approximately three miles west of Steilacoom, Washington. Deeded to the state in 1981 by the Federal Bureau of Prisons, it is the last prison in North America located on an island accessible only by boat or helicopter. The island is a little over 4,400 acres with approximately 58 miles of road. The Department of Corrections is responsible for 1,326 acres while the Department of Fish and Wildlife maintains the remaining 3,119 acres as a wildlife refuge.

McNeil Island Corrections Center sits on approximately 89 acres and is within walking distance of the island passenger dock. The prison consists of six separate living units that house approximately 1,200 inmates, including one Medium/Minimum 3 security unit, three-Minimum 3 (MI3) security units, one Minimum 2 (MI2) security unit, and one Intensive Management Unit.

Special Commitment Center (SCC)
The Special Commitment Center, operated by the Department of Social and Health Services (DSHS), provides a specialized mental health treatment program for civilly committed sex offenders who have completed their prison sentences. The SCC Total Confinement Facility was established by the Community Protection Act of 1990. The civil commitment process is under the authority of the superior court in the county where an individual was previously convicted of sex crimes. Only sex offenders whom the court finds to meet the legal definition of a sexually violent predator may be civilly committed to the Special Commitment Center (SCC). To provide for community safety protection, the Special Commitment Center employs a variety of stringent public and security measures in both the total confinement facility and in secure community facilities.

The SCC total confinement facility was opened at the McNeil Island North Complex in May 2004. Capacity of the state-of-the-art main facility is 228 beds for men and four beds for women in a separate, secured portion of one wing. An adjacent building for low maintenance residents added 80 beds in the fall of 2005.

Since 1994, the SCC Program has been operating under a federal court injunction. The focus of the injunction is to assure that the State of Washington's civil commitment program meets constitutionally adequate mental health treatment standards. In June 2004, the court narrowed the injunction to one area relating to the establishment of the mainland SCTF.

King County Medical Examiner’s Office

King County Medical Examiner’s Office
The King County Medical Examiner's Office serves the living, by investigating sudden, violent, unexpected, and suspicious deaths which occur in King County. The Medical Examiner's Office is a unit of the Prevention Division of Public Health-Seattle and King County. The office personnel include medical examiners, who are medical doctors specializing in the science of forensic pathology, medical investigators, autopsy assistants, and administrative support staff.

The Chief Medical Examiner is a physician certified in forensic pathology, authorized by King County, Washington, to investigate sudden unexpected, violent, suspicious, or unnatural deaths. The purpose of the Medical Examiner's Office is to bring trained medical evaluation to the investigation of deaths that are of concern to the public health, safety, and welfare of the community.

Washington Correctional Center for Women (WCCW)
Date:  Thursday, March 15, 2007

Washington Correctional Center for Women (WCCW)
Gig Harbor, Washington
The Washington Corrections Center for Women (WCCW) houses Maximum, Close, Medium, and Minimum custody female offenders. Prior to the inception of WCCW, female felons were housed in an annex at the Washington State Penitentiary in Walla Walla. The average daily population of WCCW is 825 with a capacity of 738.

WCCW programs include the Residential Parenting Program, designed to promote mother-child bonding and attachment that allows selected pregnant minimum custody offenders who give birth during incarceration to return to the institution with their infants where they reside in a designated unit, and the Prison Pet Partnership Program that trains dogs to provide service dogs for persons with disabilities and operates a boarding and grooming facility to provide vocational education for women offenders.

Washington State Patrol Crime Lab
Date:  Thursday, March 15, 2007
Time:  1:15 PM – 5:00 PM
Maximum number of visitors: 15
Cost:  $30. This includes bus transportation.

Please meet in the hotel lobby no later than 1:15 PM. Bus will leave the Sheraton Hotel at 1:30 PM and will return by 5:00 PM.

Washington State Patrol Crime Lab
The Washington State Patrol operates the only publicly funded crime lab system in the state. The Seattle lab is the largest of seven labs and offers a full service facility to include analysis of DNA, Chemistry, Firearms/Tool Marks, Trace Evidence, Toxicology, and Questioned Documents. Currently, the Washington State Patrol Crime Laboratory Division employs approximately 130 people in its laboratories statewide. Forensic science job duties vary with the job classifications.

The Crime Laboratory Division is one of two major divisions under the Forensic Laboratory Services Bureau (FLSB) of the Washington State Patrol. The division operates four full-service crime laboratories in Seattle, Tacoma, Marysville, and Spokane, and three limited-service crime laboratories in Kelso, Kennewick, and Tumwater.

Monroe Correctional Complex (MCC)
Date:  Friday. March 16, 2007
Time:  7:15 AM – 5:30 PM
Maximum number of visitors: 25
Cost:  $40. This includes bus transportation and lunch at the facility.

The tour includes the Washington State Reformatory, Special Offender Unit, Twin Rivers Corrections Unit, and Minimum Security Unit.

Please meet in the hotel lobby no later than 7:15 AM. Bus will leave the Sheraton Hotel at 7:30 AM and will return by 5:30 PM.

Monroe Correctional Complex
The Monroe Correctional Complex (MCC) is comprised of five separate units, with a total population of 2,500 male inmates and custody levels ranging from maximum to minimum.

The Washington State Reformatory Unit (WSRU), opened in 1910, houses 875 close or lower custody inmates. Inmates are housed in two large cellblocks that are the prominent focal point of this historical building.

The Twin Rivers Corrections Unit (TRU), opened in 1984, houses 835 medium or lower custody inmates. The DOC Sex Offender Treatment Program (SOTP), one of the largest programs of its kind in the nation, is located at TRU.

The Minimum Security Unit (MSU), opened in 1997, houses 480 minimum custody offenders.

The Special Offender Unit (SOU), opened in 1981, houses 400 maximum to minimum custody inmates with mental health issues.
In 2007 the Intensive Management Unit (IMU) is slated to open with a population of 200 maximum security inmates. The IMU will house behaviorally difficult to manage inmates in a highly controlled environment.


TOUR #6:

Seattle Walking Tour
Date:  Saturday, March 17, 2007
Time:  9:00 AM – 12:00 PM
Maximum number of visitors: 25
Cost:  No Charge. Admission fee of $3.00 to the Seattle Metropolitan  Police Museum is optional.

Please meet in the hotel lobby at 9:00 AM. The tour will include the Pike Place Market, Pioneer Square, and the Seattle Waterfront. Tour will end at the Seattle Waterfront.

Seattle Walking Tour
The tour will include Pike Place Market, Pioneer Square, and Seattle Waterfront with stops at the historic Smith Tower, the Seattle Metropolitan Police Museum (optional), and the Waterfront shops.

After the tour, participants can enjoy lunch on the pier, visit the Seattle Aquarium, shop at the Pike Place Market, walk through beautiful Myrtle Edwards Park, or take a ride on a Washington State Ferry to Bremerton or Bainbridge Islands or on the Victoria Clipper to Victoria, BC.

Ken Kerle will arrive at the Sheraton Seattle on Tuesday afternoon, March 13, 2007. If a tour is not full, others may be accommodated at this time.


TOUR #7:

King County Correctional Facility Walking Tour
Date: Wednesday, March 14, 2007
Time: 8:30 AM - 12:00 PM
Maximum number of visitors: 18
Cost: No Charge.

Please meet in the hotel lobby at 8:30 AM. This walking tour will leave the hotel at 8:45 AM, walking six blocks to the King County Correctional Facility, which is located at 500 5th Avenue. The tour will return to the Sheraton Hotel by 12:00 PM.

 King County Correctional Facility is a high-rise jail built in 1986 with a rated capacity of 1,697.

King County Regional Justice Center
Date: Thursday, March 15, 2007
Time: 8:30 AM - 12:00 PM
Maximum number of visitors: 25
Cost: Transportation Fee To Be Determined.

Please meet in the hotel lobby at 8:30 AM. Transportation will leave the Sheraton Hotel at 8:45 AM and will return by 12:00 PM.

Located 18 miles south of Seattle in Kent, Washington, King County Regional Justice Center is a 4th generation direct supervision jail built in 1997 with a rated capacity of 896.
